This table stores all the access control policies
in the system. Every policy refers to an action group, a member
group, a resource group and optionally, a relationship.
Column Descriptions:

| ACACTGRP_ID | INTEGER NOT NULL | The action group ID. This is a primary key. |
| GROUPNAME | VARCHAR (128) NOT NULL | The name of the action group. |
| MEMBER_ID | BIGINT NOT NULL | The foreign key to the MEMBER table for the owner
of this action group. All action groups should be owned by the root
organization. |
| FIELD1 | VARCHAR (128) | This column is customizable. |
| OPTCOUNTER | SMALLINT NOT NULL DEFAULT 0 | The optimistic concurrency control counter for
the table. Every time there is an update to the table, the counter
is incremented. |
