The configuration tool from the HCL DevOps Test UI (Test UI) is unable to read the configuration file.

The configuration tool does not open. The Error Dialog with the error ID and message is displayed.

Verify that the Test UI configuration file is present in C:\ProgramData\HCL\DTUI\configuration.
