At least one step should be defined before step name when
the stepname is omitted in COND.
When a step name in COND is not defined, a step before
current step should be defined. The BCL processor has encountered
a COND parameter without a step name, and no step precedes it.
Processing of the BCL statements stops.
Either include a step before the current step or
include a step name in the COND parameter.
