Recommending a baseline for new components

Recommend a new baseline that selects those directory and file elements to be used in the project. If you use pure composite baselines, this can be one baseline that you want all developers to use. Developers who join the project at the project level or at the feature-specific development stream populate their development streams with the versions that are identified by the recommended baseline.
