Usage
Set this property before calling registerNewCertifier, registerNewServer, or registerNewUser.This property defines the password strength required for subsequent changes to the password by the user. A password assigned in the methods listed above is not initially checked against the strength. Domino® measures a password's strength and security according to the level assigned on its password quality scale. The scale ranges from Weak to Strong or from 0 (lowest - no password required) to 16 (highest).
