Omit List in applicability Fixlets

The Omit List in applicability Fixlets is a predefined list of checks that are excluded from the evaluation process.

In the Applicability Fixlet - CIS MSSQL Server 2019, we include the Omit List, which specifies checks that are not supported from the benchmark. These omitted checks typically require human interaction or have technical limitations that prevent automated evaluation.
