Operator instructions within the Orchestration Monitor

Operators can now retrieve definition details for jobs and job streams with the new
Operator Instructions panel within the Orchestration Monitor.
The panel displays information from the Description and
Documentation fields of the job or job stream definition, to
facilitate a rapid comprehension of item parameters during monitoring activities.
