Design Server MongoDB migration

MongoDB is upgraded from version 4.0.5 to 8.2.3 in HCL Link version 1.3.2.0. This release provides a migration script to safely migrate existing Design Server MongoDB data so that no artifacts or content are lost during the upgrade.
