Creating a project based on an existing project

As you create new projects, you may need to create new instances of existing projects. For example, suppose you have released version 3.0 of the Webotrans project and are planning for version 3.1. You anticipate that version 3.1 will use the same components as version 3.0. Therefore, you want to use the latest baselines in the version 3.0 components as the foundation baselines for version 3.1 development. A good strategy is to use a bootstrap project.
