Managing a follow-on release

The Webotrans 4.0 integration stream has one activity in baseline BL2, two activities in baseline Beta, and four activities in baseline FCS. The Webotrans 4.1 integration stream is configured with foundation baseline Beta from project Webotrans 4.0, and has three activities in baseline BL1. Project Webotrans 4.1 is rebased to baseline FCS in Webotrans 4.0.
