Do not allow deliveries to proceed with checkouts in the development stream (DEVSTR)

This policy (DEVSTR) works with the Do not allow deliver to proceed with checkouts in the selected activities (SELACT) policy; it can allow all deliveries or prohibit any deliver operation in which checkouts are present. The policy can be enabled and disabled for all streams in the project or set to per-stream, for interproject and intraproject deliver operations.

If this policy is set to disabled and the SELACT policy is set to enabled or both policies are set to enabled, the latter policy overrides this policy. For more information, see the SELACT policy.
