Allow the deliver even though modifiable components in the source stream are non-modifiable in the target stream

This policy applies to interproject deliver operations. There is another version of this policy for intraproject deliveries (Allow the deliver even though target stream is missing components that are in the source stream).

Set this policy to control whether streams accept deliveries that contain changes to components that are not modifiable in the project of the target stream.

When enabled, this policy allows the target stream to enable deliveries from source streams that have made changes in components that are not modifiable by the target stream. The source stream may deliver partial activities in cases where an activity change set contains versions of elements that cannot be merged into the target stream configuration.

If this policy is enabled, the deliver operation is allowed, but the changes to any non-modifiable components are not included and no errors are generated for the presence of the changes.
