creating to-do items.
Column Descriptions:

| TKLRREASON_ID | INTEGER NOT NULL | The reason to which this information
applies. |
| LANGUAGE_ID | INTEGER NOT NULL | The language for which this information applies.
For a list of language components, see the LANGUAGE table. |
| DESCRIPTION | VARCHAR (254) | A description of the reason for the to-do
item. |
| OPTCOUNTER | SMALLINT | The optimistic concurrency control counter for
the table. Every time there is an update to the table, the counter
is incremented. |
