Each row of this table specifies the tax amount of
a particular TaxCategory for all the OrderItems with the same
shipping address as the SubOrder.
Column Descriptions:

| OPTCOUNTER | SMALLINT | The optimistic concurrency control counter for
the table. Every time there is an update to the table, the counter
is incremented. |
