jurisdiction of a particular subclass is in a jurisdiction group of
that same subclass.
Column Descriptions:

| SUBCLASS | INTEGER NOT NULL | The subclass of the jurisdiction and of the

1 = ShippingJurisdiction[Group].
2 = TaxJurisdiction[Group]. |
| OPTCOUNTER | SMALLINT | The optimistic concurrency control counter for
the table. Every time there is an update to the table, the counter
is incremented. |
